Brian is the founder and co-Managing Partner of Assembly Theory, where he focuses on projects related to early stage AI integration, strategic planning, housing policy and development, and climate resilience.
Brian has served in executive leadership positions in different sectors. He also has extensive experience at the project level, advancing critical, time-sensitive work to on-time completion in challenging environments.
Brian served as the City of Burlington’s Chief Innovation Officer and Chief of Staff at different times, and was asked by the Mayor to lead the City’s COVID response in 2020 and 2021. He was also the Executive Director of the Vermont Council on Rural Development and worked previously at the U.S. Department of the Treasury and as a Lecturer at the University of Vermont. He served for eight years in the U.S. Navy Reserve and lived for extended periods as a civilian in the Middle East, North Africa, and Afghanistan.
At Assembly Theory, Brian applies his expertise to support clients in developing new and effective approaches that resolve challenges and better position the organization for the future.

Beth, co-Managing Partner at Assembly Theory, is an accomplished leader known for driving strategic, operational, and financial transformation across corporate, government, and non-profit sectors.
As President and CEO of VITL, she led Vermont’s Health Information Exchange through a period of significant change — forging strategic partnerships, advancing interoperability, and engaging in legislative and advocacy efforts to strengthen Vermont’s digital health ecosystem.
Previously, as Chief Administrative Officer and the City of Burlington’s first Chief Innovation Officer, Beth championed data-driven decision making, modernized technology systems, and reinforced the city’s fiscal health. Her earlier career includes leading eCommerce initiatives at Goldman Sachs, consulting to financial services firms at Oliver Wyman, and serving as an internal consultant at AIG.
Now at Assembly Theory, Beth brings strategic clarity and quiet confidence to leaders navigating complexity and change. Strategic by nature and bold by choice, she helps organizations move from insight to impact — aligning vision, collaboration, and execution to drive lasting results.
